Optimize cl-struct-slot-value; fix test

* emacs-lisp/cl-macs.el
(cl-struct-sequence-type,cl-struct-slot-info): Declare pure.
(cl-struct-slot-value): Conditionally use aref or nth so that the
compiler produces optimal code.
